Bond is supposed to be new as a 00 agent, but in order to become one, he still required extensive experience as an intelligence agent.

Nicely written review. Interestingly, I didn’t like the movie as much as I thought I would, for many of the reasons that you like the movie. I felt the movie was so far away from established Bond traditions that it didn’t really feel like a Bond movie, and that departure disappointed me.
